He was named to Pro Football Focus’ First-Team Conference USA in 2018 and was selected to the Second-Team All-Conference USA. During his college career, Fulgham played in 47 games with 28 starts for Old Dominion. From 2015 to 2018, he had 128 receptions for 2,044 yards and 18 touchdowns.

In 2021, he made the first team of the Pac-12.

Phill Steele named him to the Fourth Team All-Big Ten for the 2021 season. Academically, he was declared ineligible for the 2022 campaign.
