Si Phillips recently asserted on his Substack Si Phillips Talks Chelsea podcast that Arsenal has not done as much as Chelsea has in terms of setting the foundation for the signing of Ivan Toney “as of now.”
The Evening Standard revealed last month that both Chelsea and Arsenal are considering January moves for the 27-year-old.
The same source claims that he might set his next club back £80 million.
